This is a member of the firefly family, but the flying  males are not bioluminescent. The larviform (larva-shaped) females do not fly and can emit bioluminescence.

In this image, the bulging eyes of this males are protruding a bit. Usually they are well hidden under the pronotum. This individual (which is the same as the one above) was one of around a dozen that showed up to a black light, and to red LED light. There was a heat wave building after a period of cool, moist weather.
